The book of Romans was written to a mixture of Jewish and Gentile christians struggling to survive under the direct rule of the Roman empire

Paul firstly demonstrated that ALL had sinned - there was none righteous. Not only that but they had no excuse and were heading for Judgement.

But now, people could be made righteous through faith in Jesus Christ to all who believe. (Romans 3:22)

And there was no distinction – both Jews and Gentiles could be saved and be adopted into God's family.
